I believe that the reason people deploy too late when they are front is that they think their partner can protect them better if opponent base rushes. However you have to keep in my mind that usually it's better that you have couple tanks more for defending than stuck up little crappy bunker base, which leaves you in the trouble even tho you would survive from first rush.
